Fiorelli's letter of July 30, 1979 which transmitted to us IE Report No. 50-315/79-15; 50-316/79-12.

Mr. Fiorelli's letter was received in our New York Office on August 2,

.1979. The Report refers to the inspection of the replacement of main feedwater elbows at the Donald C. Cook Nuclear Plant conducted by members of your staff on May 30 - June 8, June 12-15 and June 25-July 2, 1979. Our response to Appendix "A" to the Report follows.

Contrary to the requirements of Technical Specification 6.8.1, the inspector{s) noted several instances when adequate control of welding materials was not maintained during feedwater elbow/steam gen-erator nozzle repairs in Unit No. 2. These non-compliances were de-

-termined by your staff to be an infraction of NRC requirements. The specific instances of non-compliance are cited in Appendix "A" to Mr. Fiorelli's letter.

The immediate corrective action was the disposal of all loose and improperly stored welding rod. Contractor supervisory personnel were reminded of the requirements for welding rod control and the importance of complying with these requirements. Thorough tours of the containment were made on a daily basis by Maintenance Department g.C. personnel until completion of the feedwater repairs to ensure that contractor personnel were conforming to the established I8MPCO. welding rod control procedures.

In order to preclude future infractions of a similar nature, ILNPCo Procedure No. 12 NHP-5050-SPC-001 has been revised'o assure that con-tractor personnel, as well as IEMPCo. personnel, adhere to the require-ments of the procedure.

Ful.l compliance with the Meld Rod Control Procedure will be achieved with the approval of revision No. 5 to 12 MHP-5050-SPC-001.

Approval of the revised procedure is expected no later than September 17, 1979.
