COOK UNIT 2 - LICENSING ACTIONS FOR RESTART Cook 2 has been down to repair cracks in the feedwater lines.

While it is down, we have taken the opportunity to clear up several actions and to.be sure we have adequate responses on the TflI incident so that no licensing action would prevent or delay startup.

The following is the status of these actions:

1)

Amendment 29 and ll to Cook 1 and 2 License issued June 21, 1979.

Cook had converted the 1 out of 3 to 2 out of 3 low pressurizer pressure logic for safety injection.

Pressurizer level bistabler had already been tripped as a result of THI 2.

2)

ISE Bulletin 79 Pipe Support Base Plate Designs Using Concrete Expansion Anchor Bolts.

This is an I8E responsibility.

Cook 1

has been completed.

With an 80/ sampling, Cook 2 has less than a

5X failure rate which is within criteria.

Region III has indicated that responses to this bulletin are ok.

3)

IKE Bulletin 79-04 Velan Valves This an I8E responsibility.

From a cursory look last week, Region III indicated the response was adequate.

IKE Bulletin 79-.06A Three.Nile IsRarid Incident The BOE committeereviewed the Cook responses late last week.

Additional information was requested on Friday, June 22.

The utility responses were reviewe'd by Steve Varga on Saturday and further clarified by telephone.

On June 25th, the utility documented these responses in a letter to. Region III. I have been informed by Steve Varga, that the r'esponses are adequate for restart but must be supplemented by the utility for a completeness review later.

I5E Bulletin 79)07 Seismic Stress Analysis of Safety Related Piping Based on Cook's initial response and additional infor-mation submitted ai on request, we issued a letter to the utility on June 22.

1979 transmitting our SER which concludes we find their reanalysis acceptable.

6)

Feedviater Line Cracks This problem was discovered at -Cook 2 and later confirmed on Cook l.

ISE has maintained the respon-sibility for=the review.

The review has included examinatiqg of the cracked material,,review of the modified design of the replacement

elbows, and in-strumentation of the affected area to b"-'ter determine

'the cause of the cracks.

EB/DOR and ISE agree with the above program and the return to power.

Based on.the above actions, there does not appear to be any licensing action that should delay the expected Cook Unit 2 return to power this week and Cook Unit 1 next week.
