~O 4y*~4 UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D. C. 20555

'ag.g0 1979 MEMORANDUM FOR:

A. Schwencer, Chief, Operating Reactors Branch kl, Division of Operating Reactors FROM:

SUBJECT:

G. Lainas, Chief, Plant Systems Branch, Division of Operating Reactors SAFETY EVALUATION REPORT - D.C.

COOK NUCLEAR PLANT UNITS 1

AND 2 - EVALUATION OF SAFETY INJECTION SYSTEM ACTUATION TECHNICAL SPECIFICATION CHANGE REQUEST (TACS 11819 AND 11820)

The Plant Systems Branch has reviewed the Indiana and Michigan Power Company's submittal of June 6, 1979, in which'he licensee requested amendments to Facility Operating Licenses DPR-58 and DPR-74 to incorporate changes to the Technical Specifications for the D.

C, Cook Nuclear Plant Units 1

and 2.

The proposed changes're the result of a modification proposed in response to the directions of IE Bulletin No.79-06A dated April 14, 1979 and an editorial change to reflect the differences in pressure transmitters between units.

The amendments propose changes to the Technical Specifications which relate to modifications to the'afety Injection (SI) actuation system logic and represent the'actual design of Unit 2, The design change requested is that SI signal be developed by' two-out-three logic based on low pressuri-zer pressure instead of a one-of-three logic based on low pressurizer pressure coincident with low pressurizer level.

Based on our review, we conclude that the modifications to the SI actuation system logic satisfy the requirements of IEEE 279-1971 and that the associated Technical Specifications are correct; and therefore, are acceptable.
