This letter supplements our letter dated April 4, 1979 (AEP:NRC:00117) which transmitted to you Amendment No. 83 to the Donald C. Cook Nuclear Plant Final Safety Analysis Report (FSAR). One of the changes described therein is: the removal of part-length control rods from Unit 1 and the installation of permanent anti-1otation devices on the part length control rod drive mechanisms and the replacement of the temporary anti-rotation devices in Unit 2 with permanent ones identical to those in Unit l.

The latter change is planned to take place during the first Unit 2 re-fueling outage which is expected next fall. As stated elsewhere in the FSAR, thimble plugs are installed in those fuel assemblies not holding control rods, neutron source assemblies or burnable poison assemblies.

Although we continue to find ourselves in disagreement with the NRC staff that this change requires NRC review due to reasons discussed before, we are enclosing a check for $ 4,400 as the fee specified in 10 CFR 170.22 for Class I and III amendments in order to comply with the staff request in this matter.

In confirmation of telephone discussions with the NRC staff we supply the following additional information provided to us by Westinghouse. The new parts supplied by Westinghouse for the permanent anti-rotation devices are made of Type 304 stainless steel. Each thimble plug is permanently attached to the baseplate by a nut which is locked to the threaded end of the plug by a small lock bar welded to the nut.
