7590-01 UNITED STATES NUCLEAR REGULATORY COMMISSIOJJ DOCKET HOS. 50-315 AND 50-316 INDIANA AND MICHIGAN ELECTRIC COMPANY INDIANA AND MICHIGAN.POWER COMPANY NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Commission (the Commission) has issued Amendment Nos.'7 and 9 to Facility Operating License Hos.

DPR-58 and DPR-74, issued to.Indiana and Michigan Electric Company and Indiana and Michigan Power Company (the licensees),

which revised the licenses. for operation of the Donald C.

Cook Nuclear Plant, Unit Nos.

1 and 2, (the facility), located in Berrien County, Michigan.

The amendments became effective on February 23, 1979.

The amendments add license conditions to include the Commission-

.approved physical security plan as part of the licenses.

The licensees'ilings comply with the standards and requirements of. the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations.

The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendments-Prior public notice of these amendments was not required since the amendments do no. involve a significant hazards consideration.

7590-01 The Commission has'etermined that the issuance of these amendments will not result in any significant environmental impact and that pursuant to 10 CFR 551.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of these amendments.

The licensees'ilings dated June 28, 1978, as supplemented January 31, 1979, February 2, 1979 and February 8, 1979, and the Commission's Security Plan Evaluation Report. are being withheld from public disclosure pursuant to 10 CFR 2.790(d).

The withheld information is subject to disclosure in accordance with the provisions of 10 CFR 59.12.

, and (2) the Commission's related letter to the licensee dated April 3, 1979.
