Dear Mr. Keppler:

The purpose of this letter is to forward you the attached Special Reports as required by, Appendix A Technical Specification 3.5.2 Emergency Core Cooling Subsystems.

Special Report SI-ll should have been submitted prior to April 14, 1978.

Our letter to you of November 7, 1978 also reported two instances of failure to submit a Special Report within 90 days.

At that time we established a

tickler system for Special Reports but did not attempt to backfit all inter-nal reports to determine if any other reports had been missed.

Resident Inspector Mr.

K.

R. Baker, in his review of internal reports, discovered that we had failed to submit the attached report.

We have now reviewed all internal reports and determined there are no other missing Special Reports required.

This review also revealed we had sub-mitted two Special Reports numbered SI-08.

To correct this discrepancy, we are enclosing renumbered reports.

SI-08 for the safety injection actuation which occurred on September 2,

1977 has been changed to SI-09.

SI-09 for the safety injection actuation which occurred on September 4,

1977 has been renumbered S I-10.
