Westinghouse should provide information regarding the compliance of the HPE subcontractor withHFE requirements, Westinghouse should provide WCAP 12601, WCAP 9817, OCS-ORS411, and any additional documents that Mcribe how the subcontractors compliance with HFE requirements is verifie as identified in this criterion.
Response
WCAP 12601, WCAP 9817 and the OCS-GES411 have been made available for NRC revtew in the Westinghouse office in Rockvtlle, Maryland.
WCAP 12601, "AP600 Program Operating Procedures" has been sent to all subcontractors of the AP600 program.
They have been instructed that their design documents, delivered to the AP600 project, must follow the content and format of the proceduxes withinthis WCAP.
Attached ia a copy of a distribution sheet for revision 14 ofWCAP 12601.

"Instrumentation and Controls General Design Criteria" (AP600 document 0 OW-J2402) which has boon mado availablo foryour review by placing a copy in Iho Wosttnghouso Rockville oflice. As described during our conference call of 4/18/95, this document provides those functional requirements and paraxneters that are followed in the design of'the Man-Machine Interface Systems (M-MIS), general, and special I&Csystems.
Section 7.0 ofthis document presents the human f3ctors considerations.
Gonerally speaking, general design criteria documents are sent to all applicable design groups, inclnrling anbcnntractrNs.
(AP4.2 of WCAP 12601 is the procedure for technical document release and control.
Copies of the document are distributed as required by the rosponsiblo manager thxough either a teeter or A1%($ distribution list, figure 4 ofAPA.2.)
The KC General Design Criteria document was ~y developed by an I&Cand Electrical luIegraIlon committee, consisting of representatives fmm Wosthqgxouso and the major subcontractors.
Bechtel Power Corporation was responsible for coordinating the committee and developing the general design criteria document.
After completion ofthe documem they submitted itto Westinghouse via a document submittal form (DSF). Refer to AP-7.2 of WCAP 12601 for the program procedure on the Control of Subcontractor Submittals.
Included on the DSF is a list of the other subcontractors who were lxmnelately sent this document.
These are identified by the contxol numbers BPC/BRC0127, BPC/INI0101 and 8PC'JRRI0124.

AP-3.1 establishes the responsibilities and requirements for preparing System Specification Documents for the AP600 program.
Any design group (Westinghouse or subcontractor) that is to submit a System Speci6cation Document must follow this procedure.
Appendix B of AP-3.1 provides a summary description of the required content for each SSD section.
