OF OCTOBER 19, 2017, CLOSED MEETING WITH PACIFIC GAS AND ELECTRIC COMPANY REGARDING THE PROPOSED CHANGE TO THE SECURITY CLASSIFICATION OF THE INTAKE STRUCTURE FOR DIABLO CANYON POWER PLANT, UNITS 1 AND 2 (CAC NO. MG0255; EPID L-2017-LRM-0019)

On October 19, 2017, a closed meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Pacific Gas and Electric Company (PG&E, the licensee). The purpose of the meeting was to discuss the proposed change to the security classification of the intake structure for Diablo Canyon Power Plant, Units 1 and 2. The revised protective strategy will be evaluated under Title 10 of the Code of Federal Regulations (10 CFR)

Sections 50.59, 50.54(p), 50.54(q), and 50.90. The meeting notice and agenda are located in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML17283A089. Enclosed is a list of attendees.

The licensee provided a brief description of the following:

An overview and description of the existing protected areas of the plant and the proposed change. The licensee also described the impact of the change on the plant's licensing bases, security plans, and emergency plan and the process being used in support of development and evaluation of regulatory changes.

The licensee described the current state of the intake structure, the key technical basis in support of the proposed change, defensive strategy impacts, compensatory measures to be incorporated after the change, and the process to be followed while evaluating the change.

The licensee indicated that the proposed change will be evaluated against the emergency plan for resulting changes to emergency action levels, environmental sampling, and protection of onsite staff.

The licensee indicated that PG&E plans to implement the revised intake area classifications sometime in 2018 if NRC staff approval is not required, or in 2019 if a license amendment request is required in support of the change.

The licensee's presentation slides are in ADAMS at Accession No. ML17319A072 (not publicly available, security-related information).

The NRG staff suggested that the licensee address the following technical issues while performing the evaluation of the proposed change:

1. Describe the reason for PG&E's decision to implement the proposed change, including benefits to be gained and the areas of concern to be addressed.
2. Provide a brief description of the plant changes, including plant modifications, since the original intake structure security classification was established in support of the proposed change.
3. The licensee to consider NUREG/CR-7145, "Nuclear Power Plant Security Assessment Guide," issued April 2013 (ADAMS Accession No. ML13122A181), while evaluating the change.
4. The compensatory measures resulting from the change be described in the security plan.
5. The licensee to ensure that impact of the proposed change and resulting actions on the safety of the plant is also addressed while evaluating the impact on the security plan.
6. Evaluation of the proposed change to be an integrated approach and all stakeholders like operations, maintenance, security organization should be part of the evaluation team.
