Application for Amendment to Facility Operating License, Revised Spent Fuel Pool Storage Requirements Rochester Gas & Electric Corporation R.E. Ginna Nuclear Power Plant Docket No. 50-244

Dear Mr. Vissing:

The enclosed License Amendment Request (LAR) proposes to revise the Ginna Station Improved Technical Specifications (ITS) to reflect a planned modification to the spent fuel pool (SFP) storage racks. Specifications associated with SFP boron concentration, fuel assembly storage, and the maximum limit on the number of fuel assemblies which can be stored in the SFP will be revised. Also included within the LAR is a Licensing Report for the proposed SFP modification.

The modification to the SFP is necessary to accommodate storage of spent fuel until the expiration of the Ginna Station license in 2009. We request that this LAR be approved by January 1998 in order to support planned installation of the racks during power operation beginning in August 1998. This will allow implementation of this modification for the March 1999 Refueling Outage. We further request that upon NRC approval, the application should be considered effective immediately upon completion of the SFP modifications and implemented within 30 days thereafter.
