Annual Submittal of Changes to Technical Specification Bases R.E. Ginna Nuclear Power Plant Docket No. 50-244

Dear Mr. Vissing:

In accordance with Technical Specification 5.5.13, Technical Specification (TS) Bases Control Program, Rochester Gas and Electric has prepared its 1996 annual submittal of changes to the Technical Specification Bases. Enclosed are 6 copies of the revised pages, together with a list of effective pages. Change bars indicate those revisions which have been incorporated.

The information presented in this submittal reflects changes to the Bases pursuant to commission requirements since the issuance of Amendment, No. 61 to Facility Operating License No. DPR-18 for the R.E. Ginna Nuclear Power Plant, February 16, 1996.

Following this submittal, it is our intent to modify our annual submittal interval to an interval of within 6 months after each refueling outage. This modification is consistent with Technical Specification 5.5.13 and 10CFR50.71(e),, and will result in a submittal being made approximately every 18 months or as dictated by the new fuel cycle recently instituted by RG&E.
