Response to Unresolved Item 50-244/94-17-03 Quality Assurance Audit Letter from E.M. Kelly (NRC) to R.C. Mecredy (RG&E),

Subject, Ginna Procurement Inspection 94-17, dated July 15, 1994.

Dear Mr. Johnson:

The purpose of this letter is to describe the follow-up actions RGEE has performed subsequent to NRC Inspection 50-244/94-17, Letter from E.M. Kelly (NRC) to R.C. Mecredy (RG&E),'ubject Ginna Procurement Inspection 94-17, dated July 15, 1994, and specifically to unresolved item 94-17-03. The principal of the unresolved item included identified weaknesses in concerns the depth and effectiveness of our QA audit of the inventory. control and protective area, and also weaknesses in the audit's performance based assessment criteria.

-Upon further review, we determined that our audit guidance for inventory control and protection activities did indeed warrant improvement, and that checklist questions could be developed" in greater detail to allow a more comprehensive performance based approach. We determined that three key actions were required to enhance the effectiveness of audits in this area. These are:

1. Raise the sensitivity of the QA personnel to material protection concerns by holding training on ANSI N45.2.2-1972 requirements.
2. Improve the scope of the checklist questions in this area to assure a more performance based assessment of a range of material types.
3. Improve the depth of the checklist question to assure that all aspects of control and protection identified in ANSI N45.2.2-1972 are addressed, such as desiccants, material cleaning, etc.
