Dear Hr. Johnson,

The enclosed License Amendment Request (LAR) proposes to revise the Ginna Station Technical Specifications Section 6, Administrative Controls, in its entirety.

This LAR is the first submittal related to the Ginna Station Technical Specification Improvement Program (TSIP) as outlined in Reference (a). This LAR is being proposed to reformat the current Administrative Controls section consistent with Improved Technical Specifications (Reference (b)) and to relocate several requirements to other documents and programs as proposed in References (c), (d), and (e).

Rochester Gas 8 Electric Corporation previously requested a change to the Ginna Station Technical Specifications related to the membership requirements of the Plant Operations Review Committee or PORC (Reference (f)). The NRC provided comments on that LAR and requested additional information as documented in Reference (g). This LAR supersedes our previous PORC membership LAR and proposes to relocate the PORC review function requirements to the Quality Assurance (QA)

Program. All previous NRC comments and questions are addressed in the relocated program.

The proposed chapges to the QA Program related to relocated Administrative Control requirements are being submitted separately for NRC approval. All items relocated to plant procedures do not require separate NRC approval in addition to this LAR. We request that upon NRC approval, this application should be considered effective immediately and implemented within 60 days, or upon NRC approval and implementation of the QA Progam changes, whichever is later.
