NRC INSPECTION 50-244/93-20 (9/12/93 - 10/23/93)
This letter transmits the September
12 to October 23,
1993 inspection findings of Messrs.
T. Moslak and E. Knutson at the R, E. Ginna Nuclear Power Plant.
At. the end of the
inspection, the findings were discussed with Mr. J. Widay and other members of your staff.
Areas examined
during the inspection are identified in the report.,Within these
areas,
the
inspection
consisted
of selective
examinations
of procedures
and
representative
records,
interviews with personnel,
and observations
of activities in progress.
The purpose of the
inspection was to determine whether activities authorized by the license were conducted safely
and in accordance with NRC requirements.
Within this scope a concern was identified which
indicates
a need
for increased
management
attention to ensure
that radiological sampling
procedures contain the appropriate level ofdetail to assure that plant operations are not adversely
affected when implementing these procedures.
In addition, it appears
that you may not be
properly interpreting your technical specifications regarding containment integrity where you
have single valve isolation of closed systems.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter and
its enclosure will be placed in the NRC Public Document Room.
