Submittal of Quality Assurance Program R.E. Ginna Nuclear Power Plant Docket. Number 50-244

Dear Dr. Murley:

In accordance with 50.54 of 10 CFR Part 50, enclosed is Revision 12 to the Quality Assurance Program for Station Operation.

The revision involves changes in the RGSE management, Engineering, Ginna Station and General Maintenance organizations. This revision also reflects the incorporation of the Electric Substa-tions and Research and Science departments into the Quality Assurance program.

The management organization chart incorporates the two aforementioned departments and has been reformated to show service and product lines for the various support organiza-tions. The other changes were minor and included title changes for two vice presidents and the establishment of a Division Training Manager for the Electric Production Division.

The Engineering Division organization, revised in 1985, was further revised earlier this year following,the retirement of the Assistant Chief Engineer. Included was the establishment of the Manager, Divisional Services having responsibility for records and document control services. The establishment of the Research and Science department r'esulted, in,the transfer of the Materials Engineering group 'from the General" Maintenance department. The Engin'eering, General Maintenancet'and,'Research and Science organi-zations are now depicted 'on a divisional chart.

Changes in the Ginna Station organization are two fold and include:

a. Change in title of Materials Supervisor to Administrative Services Manager in conjunction with the expanded responsibility for budget and transportation.

b. The Quality Control Inspection Supervisor now reports directly to the Nuclear Assurance Manager in lieu of the Quality Control Engineer. The change separates the quality involvement in work planning responsibilities being performed by the Quality Control Engineers from the more traditional verification inspection and surveillance activities.

Electric Transmission and Distribution Division is the larger organization referenced under the Quality Assurance Program following the inclusion of Electric Substations department along with the Electric Meter and Laboratory department. A divisional chart is now included in this program description.

Additionally, minor clarifications have been made to the sections associated with supplier selection (Section 7), Quality Assurance Manager experience and responsibility (Section 2), and clarification of those reports forwarded to Quality Assurance and management described in Sections 15 and 16.

The Table 1 listing of the various implementing procedures has also been revised to reflect the two added departments and related shift in responsibilities.

These organization changes which have also been submitted as a change to Technical Specifications, will not reduce the effec-tiveness of the Ginna Station Quality Assurance Program nor reduce any of our previous commitments.
