Dear Mr. Lear:
On November 10T 1983I Rochester Gas and Electric submitted an Application for Amendment to Operating License to amend Appendix A
of that license to provide additional clarification of the term "operable" and to provide consistency between limiting conditions for operation and the associated action statement.
Enclosed as Attachment A is a revision to the original submittal that incorporates the results of discussions with the NRC Staff.
A further discussion of the revision is enclosed as Attachment B.
