Dear Mr. Crutchfield:
Appendix E to 10 CFR 50 requires that a full scale exercise of the RG&E, State and local emergency plans be conducted at least once per year.
The last Ginna exercise was performed on June 22, 1983.
During that exercise, some difficulties were encountered because the plant was undergoing startup testing from the Spring 1983 outage.
While there were no adverse safety implications from this, the coincidence of startup and exercise did result in a minor reduction in attention to the exercise.
In addition, it was somewhat more difficult to ensure that all required retraining was performed since participants in the exercise were heavily involved in the planning and conduct of the Spring outage in the weeks prior to the exercise.
- Thus, we believe that it is desirable to conduct the 1984 exercise in the early Fall, well separated from the refueling outage.
This will permit an efficient and effective exercise to be conducted.
We would anticipate that all future exercises would be performed in this same time frame and thus, do not, at this time, anticipate the need for future schedular exemption.
This schedule has been discussed with the State and local government agencies.
We therefore request that the next exercise required by Appendix E to 10 CFR 50 be held no later than September 30, 1984.
