The SEP application to Ginna is similar to that previously reviewed for Palisades.

General comments made by the NRC Consultants and by the ACRS apply to the Ginna report.

I reaffirm my judgment that appropriate goals have been established for SEP and that the NRC Staff is embarked on a program which is adequate to meet the objectives.

For Ginna, an update has been included on the operating experiences and is responsive, in part, to previous comments.

The use of probabilistic risk assessment is still evolving, with due regard being given to limitations in the applications.

I commend the NRC Staff for initiating a policy of identifying individuals responsible for given assignments, and for the formulation and execution to date of the program.

Completion of an integrated and balanced evaluation of all safety related topics identified in SEP still awaits the inclusion of the Unresolved Safety Issues and the TMI related items.

An update of the SEP Topics is scheduled to be issued as a Supplement and should provide needed documentation and information.
