Dear Mr. Crutchfield:

This letter is in response to a request from a member of your Staff to provide a description of an improvement to the Ginna low-level radwaste storage capability currently under consideration.

As a result of the increasing uncertainty surrounding the assurance of timely availability of low-level radwaste disposal facilities,'e are proceeding with modifications which will enhance our capabilities for temporary on-site storage.

The modification involves installation of a pre-engineered metal building over the existing fenced-in area east of the Turbine Building which is currently used for low-level radwaste storage (see the attached figure).

The building, which will be approximately 50 ft. by 90 ft., will contain a bridge crane with a 3 ton capacity.

This modification is required to allow plant personnel versatility in moving radwaste in and out of the existing bunker and to allow loading in a dry area.

Presently, all operations involving moving of any material must be accompanied by the acquisition of a crane, limiting the loading operations pending its availability.

In addition, restrictions which have been placed on the waste material packaged for transportation to burial sites which prohibit any moisture on waste containers (even rainwater) eliminate loading the material during inclement weather.

The modification will allow plant personnel to move processed radwaste and ancillary equipment in and out of the existing storage

bunker, as well as load a truck for trans-portation to a burial site,'ithout regard for inclement weather conditions.

This modification will also increase the storage capacity of the existing area by allowing the processed radwaste to be stacked in an orderly manner inside the building.

The capacity of the structure will permit approximately one to no longer than two years temporary storage capacity.

Provisions will be taken for plant personnel to make periodic radiation surveys inside and outside the building.

All doors will be lockable doors with keys controlled in accordance with Ginna Station procedures.

All areas will have appropriate caution signs,

labels, signals and controls as necessary for radiation limits in and out of structure.

Inasmuch as only solidified waste and ancillary equipment will be stored in the building and since the building is well removed from any safety related structure, system or component, the modification will be non-seismic.

Appropriate fire protection will be provided.

Any liquid to be released from the building will be monitored for radioactivity prior to release.

The modification has been reviewed by the Plant Operations Review Committee and has been determined not to involve an unreviewed safety question or require a change in the plant Technical Specifications.

Therefore, we are not requesting your review or approval of this modification but are providing this letter for your information.
