ENCLOSURE 1

NOTICE OF VIOLATION Florida Power and Light Company St. Lucie Unit 2 Docket No. 50-389 License No. NPF-16 During the Nuclear Regulatory Coomission (NRC) inspection conducted on August 5-September 8, 1986, a violation of NRC requirements was identified.

The violation involved the failure to implement procedures.

In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions,"

10 CFR Part 2, Appendix C (1985), the violation is listed below:

Unit 2 Technical Specification (TS) 6.8.1.a requires that procedures be established, implemented and maintained for the activities recomended in Appendix "A" of Regulatory Guide 1.33, Revision 2, February 1978.

Appendix "A" of Regulatory Guide 1.33, Revision 2, February 1978, states that the following are typical safety-related activities that should be covered by written procedures:

General Plant Operating Procedures on Cold Shutdown to Hot Standby.

Contrary to the

above, on August 22,
1986, Operating Procedure (OP) 2-0030121, Rev.

17, Reactor Plant Heat-up-Cold tn Hot Standby, Appendix C,

item 9, was not properly implemented in that electri'cal breaker 2-41378, containment elevator fan power supply, was in the shut (energized) vice the open position.

Additionally, instructions posted on the breaker front require that this breaker be open while at power in accordance with Regulatory Guide 1.63, Electric Penetration Assemblies in Containment Structures for Light-Mater-Cooled Nuclear Power Plants.

This is a Severity Level V violation (Supplement '}.

Pursuant to the provisions of 10 CFR 2.201, Florida Power and Light Company is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including:

(1) admission or denial of the violation, (2) the reasons for the violation if admitted, g3) the corrective steps which have been taken and the results achieved l4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved.

Where good cause is shown, consideration will be given to extending the response time.
