OF SEPTEMBER 11, 2017, MEETING WITH ENTERGY OPERATIONS, INC. TO DISCUSS A PROPOSED NEW TECHNICAL SPECIFICATION TRAVELER FOR RIVER BEND STATION (CAC NO. MG0159; EPID L-2017-LRM-0036)
On September 11, 2017, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Entergy Operations, Inc. (Entergy, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The meeting notice and agenda, dated August 31, 2017, are located in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML17250A083. The purpose of the meeting was to discuss a proposed license amendment request to change technical specifications (TSs) for River Bend Station, Unit 1 (RBS). The TS changes would follow Technical Specifications Task Force {TSTF) Traveler TSTF 542, Revision 2, "Reactor Pressure Vessel Water Inventory Control." A list of meeting attendees is enclosed.
The licensee presented the information in the draft handout found in ADAMS at Accession No. ML17249A250. The recommended changes to the improved Standard TSs are found in the NRG staff's Final Model Safety Evaluation tor TSTF-542, Revision 2, in ADAMS at Accession No. ML16343B065, and are based on the improved Standard TSs in NUREG-1433, "Standard Technical Specifications-General Electric Plants BWR [Boiling Water Reactor]/4 Plants." RBS TSs are based on NUREG 1434, "Standard Technical Specifications-General Electric BWR/6 Plants" (ADAMS Accession No. ML12104A195), and are not directly applicable; however, the licensee stated that these variations would not affect the applicability of TSTF-542 or the NRG staff's safety evaluation.
The licensee discussed both the proposed 6 administrative changes and 12 technical changes to account for the differences from the approved TSTF-542. The licensee stated its intent to submit the amendment request by the end of the month. This was subsequently revised to the end of October 2017. The licensee intended to implement the change during its spring 2019 refueling outage.
The NRG staff recommended that Entergy conduct a detailed review to ensure it would submit a high quality submittal of the TS changes, since many of the questions that the NRG staff have asked during its reviews of this TSTF for other plants are related to quality control. The NRG staff also recommended that Entergy review the questions generated for the Clinton Power Station, Unit No. 1 (Clinton) to inform its submittal, since RBS and Clinton are similar in design.
