Re: St. Lucie Unit 1 Docket No. 50-335 Proposed License Amendment Reactor Coolant S stem Vents In accordance with 10 CFR 50.90, Florida Power 5 Light Company submits herewith three signed originals and forty copies of a request to anend Appendix A of Facility Operating License DPR-67.
Thii change was requested by the NRC in Generic Letter 83-37 to provide operability requirements for the reactor coolant system vents.
The proposed anendment is described below and shown on the accompanying Technical Specification pages.
Pa e 3/4 4-61 A specification is added to require reactor coolant system vent paths to be operable.
This is the sane specification as 3.4.10 for St. Lucie Unit 2.
~/4 4-The bases for t$ e reactor coolant system vents is added.
In accordance with 10 CFR 50.91(b) (I),
a copy of this proposed license aIIendment is being forwarded to the State Designee for the State of Florida.
This change was requested by the NRC staff and was previously issued for St.
Lucie Unit 2.
Therefore, in accordance with 10 CFR 50.91(a)(I),
we have determined that this aIIendment does not involve any significant hazards considerations pursuant to 10 CFR 50.91(c) in that the aIIendment does not:

1) involve a significant increase in'he probability or consequences of an accident previously evaluated; or 2) create the possibility of a new or different kind of accident from any accident previously evaluated or 3) involve a significant reduction in a margin of safety.
Because this change is made at NRC request, a license fee is not provided with thi s r equest.
The proposed amendment has been reviewed by the St. Lucie Facility Review Group and the Florida Power 5 Light Company Nuclear Review Board.
