BOARD NOTIFICATION REGARDING COMBUSTION ENGINEERING AUXILIARY PRESSURIZER SPRAY (APS)

SYSTEMS The purpose of this memorandum, which is a followup to Board Notification

.83-47, is to request that you notify all licensing boards associated with PWRs designed by Combustion Engineering of ongoing staff concerns and ac-tions related to the reliance on the APS which may have single failure vulnerabili ties.

Board Notification 83-47 informed licensing boards associated with West-inghouse and Babcock and Wilcox designed PHRs that these plants may rely on pressurizer power (or pilot) operated relief valves (PORV) for mitiga-tion of the design basis steam generator tube rupture (SGTR) accident, and that these PORVs were, in many cases, not.designed to safety grade standards.

At that time, the APS systems on CE plants (which are relied upon to mitigate SGTRs) were stated by the applicants to be safety re-

lated, and, therefore, single failure proof.

Based on this, we told the boards in 83-47 that because of the safety related APS in CE designs, the use of non-safety grade PORVs for SGTR mitigation was not a concern for CE plants.

However, in the course 'of the staff review of the need for a rapid depressurization capability on the CE plants, the staff discovered potential single failures in these APS systems that may render them unable to perform their depressurization function.

The draft report regarding the need for rapid depressurization capability was sent to all licensing boards associated with the newer CE plants in Hoard Notification 83-144.

The report discusses the potential single failures.

The staff has initiated requests to CE plant applicants to address the staff concerns regarding the APS single failure vulnerabili ties as they relate to compliance with staff positions in the Standard Review Plan (NUREG<<0800) Section 5.4.7 (Residual Heat Removal Requirements)

RSB BTP 5-1, and the design basis SGTR accident.
