Dear Mr. Scherer:
In its letter to the Chairman dated December 15, 1981, the ACRS expressed concern over certain aspects of the System 80 design (CESSAR).
The NRC staff is currently addressing these ACRS coIrIIents.
Specifically, we are addressing the concern that the System 80 design does not include capability for rapid direct depressurization of the primary system to allow feed and bleed operations and the reliance placed. upon the secondary system for heat removal capability.
The Division of Systems Integration (DSI) in the Office of Nuclear Reactor Regulation (NRR) will be generating a Supplemental Safety Evaluation Report for Palo Verde and CESSAR on this issue.
Their current draft report is attached.

Since CE has been reviewing the benefits of PORV's for the System 80 and since this issue is not completely resolved, we request that you review the attached information and provide us your analysis of the need for PORV s in the System 80'esign, This information is being requested in support of the CESSAR review and will be the subject of future discussions with the NRC staff.,
