Enclosed is a copy of the Federal Emergency Management Agency's final report for the September 16, 1998, emergency preparedness exercise at the Washington Nuclear Plant No. 2 (WNP-2).

The report indicates that no deficiencies were identified during the exercise; however, four areas requiring corrective action were identified. No response to the NRC is required.

Enclosed is a copy ofthe final report for the September 16, 1998, plume exposure pathway exercise ofthe offsite radiological emergency response plans for Washington Nuclear Plant No. 2 (WNP-2). The report also contains the results ofout-of-sequence drills in which biennial exercise requirements were demonstrated.

The State ofWashington and the Washington Counties of Benton, Grant, Franklin, and Yakima fullyparticipated in the exercise and the State ofOregon partially participated.

There were no Deficiencies identified during, the exercise or related drills and there were only four Areas Requiring Corrective Action (ARCA) identified. FEMARegion X staffwillmonitor corrective actions for the ARCAs, as well as all other ARCAs that remain open from previous WNP-2 drills and exercises.

Based on the results ofthe September 16, 1998, exercise, the offsite radiological emergency response plans and preparedness for the States ofOregon and Washington and affected local jurisdictions, site-specific to WNP-2, can be implemented and are adequate to provide reasonable assurance that appropriate measures can be taken to protect the health and safety ofthe public in the event of a radiological emergency at WNP-2. Therefore, our approval ofthe State and local government WNP-2 radiological emergency response plans under the Radiological Emergency Preparedness (REP) program remains in effect.
