NRC STAFF EVALUATIONOF RESPONSES TO INSERVICE TESTING (IST)

PROGRAM RECOMMENDED ACTION ITEMS - WNP-2 (TAC NO. MA3813)

Dear Mr. Parrish:

On December 16, 1994, Washington Public Power Supply System (Supply System or the~

licensee) submitted its Second Ten-Year Interval Pump and Valve Inservice Testing (IST)

Program for WNP-2. The NRC staffs evaluation of this program was provided by letter dated November 27, 1995, and included a request to respond to seven recommended actions within one year. The Supply System responded to the seven recommended actions by letter dated November 25, 1996. The staff has completed its review of the information'contained in the November 25 letter and concludes that the revised relief requests are acceptable.

The bases for the staffs conclusion are contained in the enclosed Safety Evaluation.

This safety evaluation provides clarification for the previous approval of Relief Request RP01 and con'eludes that Relief Requests RP02, RP07, RV04, and RV05 remain authorized pursuant to 10 CFR 50.55a(a)(3) in that they provide either an acceptable level of quality and safety or compliance with the code would result in hardship or unusual difficultywithout a compensating increase in the level of quality and safety.

For revised Relief Request RV02, the staff has concluded that relief is granted and the alternative is imposed pursuant to 10 CFR 50.55a(f)(6)(i) based on a determination that compliance with the Code is impractical. This supercedes the interim approval of Relief Request RV02 refiected in the November 27, 1995 letter. The relief granted is authorized by law and willnot endanger life or property or the common defense and security and is otherwise in the public interest giving due consideration to the burden upon the licensee that could result if the requirements were imposed on the facility.
