REQUEST FOR CHANGE TO CONFIRMATORYORDER REGARDING THERMO-LAG FIRE 330-1 BARRIERS FOR WNP-2 (TAC NO. MA4528)
Dear Mr. Parrish:
This is to acknowledge your letter dated December 28, 1998, and as amended on February 4, 1999, that requested a change to the March 25, 1998, Confirmatory Order Modifying License for WNP-2. The Confirmatory Order included information which reflected that the final implementation of Thermo-Lag 330-1 fire barrier corrective actions at WNP-2 would be completed during the Spring 1999 maintenance and refueling outage.
You requested that the Confirmatory Order be revised to reflect completion of corrective actions during a Fall 1999 maintenance and refueling outage.
The staff understands that the reason for the change is a delay in the R-14 maintenance and refueling outage due to your planned transition of the plant from a 12-month to a 24-month fuel cycle during 1999. Also in discussions with your staff we learned that during the spring, there may be a fuel savings dispatch outage to support the transition to the longer fuel cycle.
- Further, as stated in your letter, this delay in completion of the corrective actions will not affect the overall work package close-out which remains scheduled for December 1999, as required by the Confirmatory Order.
We appreciate that you have provided us with this updated information and conclude that your request should be granted since it does not affect the ultimate ordered completion date.
Based on the information provided in your letter, and the fact that ifthere is a Spring 1999 outage, it will be for fuel savings and not for maintenance and refueling, I relax the Confirmatory Order such that the completion for implementation of Thermo-Lag 330-1 fire barrier corrective actions at WNP-2 may be changed from the Spring 1999 to the Fall 1999 maintenance and refueling outage.
