PROPOSED REVISION 26 TO OPERATIONALQUALITYASSURANCE PROGRAM DESCRIPTION (WPPSS-QA-004)(TAC NO. M99053)

Dear Mr. Parrish:

On June 18, 1997, the Washington Public Power Supply System (Supply System) submitted in accordance with 10 CFR 50.54(a), proposed changes to the Operational Quality Assurance Program Description (OQAPD) for Nuclear Project No. 2 (WNP-2). The principal proposed changes involve the following:

Redefinition of the minimum qualification requirements for the positions of Manager, Quality and the Supervisor, Quality Services;

~

Reduction in the burden of the Plant Operations Committee (POC) for the review and approval of programs and procedures by establishment of a Qualified Procedure Reviewer (QPR) function;

~

Respecification of the composition of the POC in terms of plant functional disciplines rather than by designated members of various plant organizations;

~

Redefinition of the membership and quorum requirements of the Corporate Nuclear Safety Review Board (CNSRB); and

~

Delegation of the Plant General Manager's responsibility for approval of procedure changes to another member of management.

The licensee characterized some of the proposed changes as reductions in commitment relative to the previously approved OQAPD revision.

By letter dated November 24, 1997 (GO2-97-2110), additional information was provided in response to the staffs concerns that were outstanding as a result of a telephone conversation with licensee representatives on September 24, 1997.

" The staff has reviewed and evaluated the proposed changes in Revision 26 to the OQAPD, including the supplementary information provided by the November 24 letter, as discussed in the enclosed safety evaluation report. The staff has determined that the proposed changes are acceptable.
