REVISION 29 TO THE OPERATIONALQUALITYASSURANCE PROGRAM FOR WNP-2 (TAC NO. MA3980)

Dear Mr. Parrish By letter dated October 23, 1998, Washington. Public Power Supply System (WPPSS) submitted proposed Revision 29 to the Operational Quality Assurance Program Description (OQAPD) in accordance with 10 CFR 50.54(a).

Conference calls between the NRC and WPPSS staffs were held on November 19, 1998 and November 23, 1998, to discuss these changes.

By letter dated December 9, 1998, WPPSS submitted supplementary information

'nd revised OQAPD pages to address the NRC questions.

The NRC staff has reviewed the submittals in accordance with 10 CFR 50.54(a) and determined that the changes to the OQAPD are acceptable in that the quality assurance program continues to meet the requirements of Appendix B of 10 CFR Part 50. The staff's safety evaluation is provided as an enclosure to this letter. Ifthere are changes to other previously agreed to and docketed commitments outside the quality assurance program description, you are obligated to revise those commitments in accordance with the governing change control process and notify the NRC as appro'priate.

The effectiveness of your quality assurance program implementation'will continue to be the subject of routine NRC inspections.
