SUBJECT: NRC INSPECTION REPORT 50-397/98-14 AND NOTICE OF VIOLATION
Dear Mr. Parrish:
From July 20-23, 1998, a routine, announced inspection was conducted at your Washington
Nuclear Project-2 reactor facility. The enclosed report presents the scope and results of that
inspection.
One violation of NRC requirements was identiTied during the inspection as discussed
in
Section P3. The violation involved a reduction in emergency plan training requirements and the
lack of a clear description of the initial and refresher emergency preparedness
training programs
in the emergency plan.
The violation is cited in the enclosed Notice of Violation (Notice) and the circumstances
surrounding this violation are described in detail in the enclosed report.
Please note that you are
required to respond to this letter and should followthe instructions specified in the enclosed
Notice when preparing your response.
The NRC willuse your response,
in part, to determine
whether further enforcement action is necessary to ensure compliance with regulatory
requirements.
In addition to the violation, one performance weakness was identified during the simulator
walkthroughs as discussed
in Section P4. The weakness involved the failure of one crew to
recognize that dose projections indicated a need to make protective action recommendations
beyond 10 miles. You are requested to provide this office with a description of your corrective
measures
and your schedule for completing these actions along with the response to the
violation.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter, its
enclosure(s),
and your response willbe placed in the NRC Public Document Room (PDR).
