SUBJECT'RC'INSPECTION REPORT 50-397/96-25
Dear Mr. Parrish:
An NRC inspection was conducted December 9-13, 1996, at your Washington Nuclear
Project-2 reactor facility. The enclosed report presents the scope and results of that
inspection.
'
The purpose of this inspection was primarily to evaluate the effectiveness of the licensed
operator requalification program.
The inspection used the annual licensed operator
requalification examinations to assess
licensed operator performance.
The inspection also
evaluated the operations training staff in the development, administration, and evaluation
of the biennial requalification examination.
Overall, we observed good licensed operator
performance with regard to communication, command and control, annunciator response,
procedure usage,
and self checking.
The operations training staff developed, administered,
and evaluated the requalification examinations professionally and accurately.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter
and its enclosure will be placed in the NRC Public Document Room (PDR).
