SUMMARY

OF MEETING WITH WASHINGTON PUBLIC POWER SUPPLY SYSTEM ON MARCH 30, 1998 On March 30, 1998, Washington Public Power Supply System and the NRC staff met to discuss the status and schedule for the licensee's program for upgrading the Nuclear Project No. 2 (WNP-2) Final Safety Analysis Report (FSAR). Enclosure 1 is a list of those who attended the meeting. is a copy of the slides that outlined the information that was discussed during the meeting.

The licensee discussed the scope of the project, the status and criteria for removal of information from the FSAR, the nature and number of unresolved items, and the schedule.

The staff noted that the licensee has made good progress and stated that new generic guidance was pending regarding FSAR update activities.

Following the FSAR discussion, the licensee briefly discussed a recently identiTied nonconforming condition related to the materials properties of emergency core cooling system strainers which are planned to be installed during the upcoming spring outage at the plant. The post fabrication hardness of the stainless steel material has been found to exceed that speciTied in Chapter 6 of the FSAR. The licensee indicated that it expects to send in an amendment addressing this issue.

~

Initiated an approach to "ArcMveinformation in place"

~

Minimize removal ofinformation that is not useful

I

Project Description, continued

3. Project Approach

~

Commitment identification

~

FSARReviews

-Source validation is not a line by line validation, but addresses:

a. principal safety features ofthe SSCs
b. assumptions in the safety analysis that ensure compliance with regulatory requirements
c. ensure that the plant design and operation are in conformance with the current plant design and operation

~

Open item identification and resolution

~

Computer Integration

- Willassociate validation source with FSAR feature in data base

Recent Changes in Program Objectives

1. Reduced Removal of Information

~

Revised Project Guidelines for removal ofinformation

- No longer part ofthe current licensing basis

- Redundant Information

~

Reviewed each delete identified in the tracking data base to determine acceptability

- 131 Deletes were identified in the data base

- 81 Acceptable Low risk systems Not specifically required by RG 1.70 Rev 2 Not specifically discussed in the SER Not in the FSAR because ofa commitment Several (-15) eliminated information.not consistent with CLB Several (-10) were relocation's not deletes

- 50 Unacceptable and returned to the FSAR High risk system Required by RG 1.70 Rev 2 Discussed in the SER

'Considered historical (-22) and designated for archival in Amendment 52

Recent Changes, continued

2. Retained Histor'ical Information

~

Archive within the FSAR

-Historical Information Used in the original plant site studies Not time dependent Examples are meteorological, seismic and original demographic information, Chapter 2

-Historical Design Basis Information Historical industry data used for system design Example is the isotopic distribution and quantities used in the Radwaste system design, Chapter 11

-Historical Programs programs used to support initial plant construction, design and preoperationaVstartup testing Examples are testing ofpre-purchased equipment, pre-service inspection plans and initial testing plans

~

Information designated as Historical has not been subjected to the validation process

~

Type 1: Discrepancy exists between source documents, one which supports the FSAR statement(s).

~

Type 2: No source document has been found to support the FSAR statement or values.

~

Type 3: Source document or Lead Technical Reviewers knowledge indicates the FSAR statement(s) or values are or may be incorrect.

3. Type 3 Open items are reviewed for immediate corrective action

~

Problem Evaluation Request (PER) is issued ifa condition adverse to quality exists:

-may have an immediate impact on personnel or nuclear safety

-may impact SSC operability

-may be reportable to an outside agency

-may involve an uncontrolled release ofradioactive material

-may threaten Plant Security

4. Open Item Breakdown as ofMarch 24, 1998

~

Type 1: 27

~

Type 2: 505

~

Type3:
