NRC INSPECTION REPORT 50-397/98-04 AND NOTICE OF VIOLATION
Dear Mr. Parrish:
From March 17-19, 1998, a routine inspection of the liquid and gaseous radioactive effluent
monitoring programs inspection was conducted at your Washington Nuclear Project-2 reactor
facility. The enclosed report presents the scope and results of that inspection.
The inspection results indicated that a good radioactive effluent monitoring program was
implemented; however, a violation was identified related to the quality assurance
oversight of
the radioactive effluent monitoring program.
The violation is cited in the enclosed Notice of Violation (Notice) and the circumstances
surrounding this violation are described in detail in the enclosed report.
Please note that you are
required to respond to this letter and should followthe instructions specified in the enclosed
Notice when preparing your response.
The NRC willuse your response,
in part, to determine
whether further enforcement action is necessary to ensure compliance with regulatory
requirements.
It is our understanding that during the exit briefing on March 19, 1998, Mr. R: Webring, Vice
President of Operations Support, stated Washington Public Power Supply System would review
the effects on collection efficiency caused by the relocation of the main vent particulate and
iodine samplers.
Please confirm this regulatory commitment in writing within 30 days of the date
of this letter.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter and its
enclosure will be placed in the NRC Public Document Room (PDR).

with you.
