UNITED STATES NUCLEAR REGULATORY COMMlSSlON WASHINGTON> D.C. 20555-0001 December 10, i997
~ gh 3'9g LICENSEE:
Washington Public Power Supply System (WPPSS)
FACILITY:
Washington Nuclear Project No.
2 (WNP-2)
SUBJECT:
MEETING
SUMMARY
On October 14.
1997.
Washington Public Power Supply System (WPPSS or the licensee) representatives met with members of the NRC staff to discuss the licensee's planned WNP-2 on-site spent fuel dry cask storage program.
Also in attendance as observers were representatives from Westinghouse, Holtec International.
and NAC International.
The licensee provided the staff with a discussion ot the scope and progress of the WNP-2 dry cask storage initiative.
Details of the vendor licensing rogress and WNP-2 vendor selection effort were presented to the statf.
The icensee acknowledged that the vendor licensing progress was unlikely to support an early year 2000 cask loading.
The licensee indicated that they wou)d lose full core off-load capability in February 2000 with the delivery of new fuel and would lose the inability to discharge the reloaded fuel after the June 2005 refueling without dry cask storage capability.
The licensee's current plans are to complete the independent spent fuel storage installation
( ISFSI) design by January 1,
1999.
The ISFSI construction would be completed by June 30.
1999, delivery by July 1, 2000, and initial loading by December 1,
2000.
The licensee indicated it planned to select a vendor in December 1997.
The licensee also provided a discussion of contingency options, including additional spent fuel racks, should the licensee's schedule slip.
The staff summarized its position with respect to its review of industry submittals and reminded the licensee that vendor selection was a critical phase of the program.
The staff thanked the licensee for sharing its status with the NRC and the meeting then adjourned.
