NRC INSPECTION REPORT 50-397/97-11

Dear Mr. Parrish:

An NRC inspection was conducted June 2-6, 1997, at your Washington Nuclear Project-2

reactor facility, with in-office inspection activities continued until October 1, 1997.

The

enclosed report presents the scope and results of that inspection.

Following the onsite portion of the inspection on June 6, 1997, our inspectors and

consultants debriefed you, and the members of your staff identified in the enclosed report.

At that time, additional information was needed to resolve certain inspection findings and

concerns.

At your request, we conducted teleconferences

with your staff on June 9 and

10, 1997.

Subsequently,

you provided additional information to the inspection team

members for in-office review.

Following the review of the additional information, a meeting

was held at NRC Headquarters

in Rockville, MD, with Mr. R. Webring and other members of

your staff, on June 23, 1997.

On September

18, 1997, the NRC initiated a telephone

conference call with members of your staff to obtain additional information for the

inspection team.

On October 1, 1997, a telephonic exit meeting was conducted with your

'taff.

Our inspection team was unable to resolve all inspection findings.

In particular, one

concern was that you had not developed operating and safety limit minimum critical power

ratios for Cycles 7-12 in accordance with methodology specified in the Technical

Specification references.

Consequently, the inspection team questioned the adequacy of

your design control measures for developing and implementing the operating and safety

limit minimum critical power ratios.

The NRC's review of the adequacy of your design

control and verification process for the determination of these license limits is an

unresolved item.

Another concern was identified on September

18, 1997, when your staff informed us that

your review of records indicated that the corrected operating limit minimum critical power

ratio had been exceeded

sometime during each of Cycles 7-12.

The NRC's evaluation of

the results of your review is an unresolved item.

We were also informed that your staff was reviewing records to determine whether the

corrected safety limit minimum critical power ratio would have been exceeded

during

Cycles 7-12 for anticipated operational transients.

The NRC's evaluation of the results of

your review is an unresolved item.

It is our understanding that you willfinish the ongoing reviews related to these three

unresolved items and provide us with the results by November 30, 1997.

them with you.
