UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 2055&4001 August 18, 1997 Mr. J.

SUBJECT:
EVAI UATION OF SECOND TEN-YEAR INTERVAL INSERVICE INSPECTION PROGRAM PLAN RELIEF REQUEST 2-ISI-15 FOR THE WASHINGTON PUBLIC POWER SUPPLY SYSTEM (WPPSS)
NUCLEAR PROJECT NO. 2 (WNP-2)
(TAC NO.
M93905)
Dear Mr. Parrish:
By letter dated October 6,
1995.
WPPSS submitted proposed relief request 2-ISI-15 associated with its second ten-year inservice inspection (ISI) interval for WNP-2.
The licensee requested relief from Category C-G pump casing weld inspection requirements for residual heat removal (RHR) pumps RHR-P-2A, -2B, and -2C, and high pressure coolant system (HPCS) pump HPCS-P-l, and low pressure coolant system (LPCS) pump LPCS-P-1.
By letter dated May 19.
- 1997, WPPSS provided additional information in response to a March 31,
- 1997, NRC staff request.
Specifically. the licensee proposed alternative examinations to perform surface examinations for areas accessible from the outside surface in accordance with the Code and examination of welds internal to pumps when disassembled f'r maintenance.
In accordance with 10 CFR 50.55a(g)(6)(i), the licensee submitted this request based on the hardship it stated would exist if the licensee had to disassemble the pumps for the sole purpose of performing this inspection.
The staff has reviewed the WPPSS request and determined that compliance with the specified requirements would result in hardship or unusual difficulty without a compensating increase in the level of quality and safety.
Therefore, pursuant to 10 CFR 50.55a(a)(3)(ii). the proposed alternative examination is authorized.
The details of our review are contained in the enclosed Safety Evaluation.
