Dear Hr. Parrish:

By letter dated December 15,

1995, WPPSS submitted a proposed alternative examination for the reactor pressure vessel in accordance with 10 CFR 50.55a(g)(6)(ii)(A) and requested that the proposed alternative be accepted as the revised relief request 2-ISI-001 for the first 10-year inspecti"on interval.

The Commission's regulations, specifically, 10 CFR 50.55a, require that inservice inspection of certain ASHE Code Class 1, 2, and 3 components be performed in accordance with Section XI of the ASHE Boiler and Pressure Vessel Code applicable Edition and Addenda, except where specific written relief has been requested by the licensee and granted by the Commission pursuant to paragraphs (a)(3)(i), (a)(3)(ii), or (g)(6)(i) of 10 CFR 50.55a.

.A conference call was held with WPPSS apd our contractor, the Idaho National Engineering and Environmental Laboratory (INEEL) on March 11, 1997, to clarify the December 15,

1995, request related to reliefs other than an alternative to the 10 CFR 50.55a(g)(6)(ii)(A) augmented reactor pressure vessel examination.

WPPSS clarified that its submittal also included a number of American Society for Mechanical Engineers (ASHE) Boiler and Pressure Vessel

Code,Section XI, Examination Category B-A, Item B1.21 and B1.22 welds.

Since 10 CFR 50.55a (g)(6)(ii) only addresses those welds specifically categorized as reactor pressure vessel (RPV) shell welds (Item 81.10),

the Item B1.21 and'1.22 welds are outside the scope of the augmented RPV examination.

WPPSS proposed to submit requests for relief for the 81.21 and B1.22 welds under 10 CFR 50.55a (g)(5)(iv) which will be evaluated separately.

1997 The staff has reviewed the WPPSS request and,determined that the proposed alternative augmented reactor pressure vessel examination is authorized pursuant to 10 CFR 50.55a(a)(3)(i ) and 10 CFR 50.55a(g)(6) (ii ) (A) in that the proposed alternative provides an acceptable level of quality and safety.

The basis for the staff's conclusions are contained in the enclosed safety evaluation.
