EVALUATIONOF REACTOR SCRAM OF MARCH 27, 1997
Dear Mr. Parrish:
This acknowledges your letter dated April 9, 1997, in which you described your planned actions for the evaluation of the WNP-2 plant response to the reactor feedwater pump trip test performed on March 27, 1997.
You discussed this event in conference calls with NRC personnel on March 27 and 31.
We conducted a followup call on April 4, 1997, with you and your senior managers to discuss your plans for evaluation of the event.
The test on March 27, 1997, resulted in an unplanned runback to minimum speed of both reactor recirculation pumps and reactor operation in the instability region of the power-to-flow map, which required manual initiation of a reactor scram.
The transient required prompt recognition by control room operators and timely operator response, both of which were accomplished during the event.
The event is of concern to the NRC because the plant response was not consistent with the description in the Final Safety Analysis Report in that the FSAR describes the capability of the reactor recirculation system to handle a loss of a reactor feedwater pump from 100 percent power without a scram on a low reactor water level condition.
Our concern is heightened because the loss of a single train of feedwater is a relatively frequent event.
Your April 9, 1997, letter outlined the areas you committed to evaluate in response to the event.
These areas included:
the analytical results of the March 27, 1997, test; the performance of the onshift operations personnel prior to and during the test and manual reactor scram; the performance of the adjustable speed drive (ASD) and digital feedwater systems during the event; the adequacy of the design integration of the power uprate, ASD, and digital feedwater modifications; and the adequacy of the ASD and digital feedwater test procedure related to the March 27, 1997, test.
Your commitment included an independent review of the results of your event evaluation.
We plan to perform an inspection using regional and Nuclear Reactor Regulation personnel to independently review your evaluation and conclusions and your proposed corrective actions.
Our inspection will include the assessment of: the thoroughness and completeness of your event evaluation and your independent review; past and current analyses/testing performed to predict the integrated plant response to the loss of a reactor feedwater pump (including the impact of applicable plant modifications); the preparation for the test and operations'esponse during the event; and the thoroughness of planned 9705020154 970429 PDR ADGCK 05000397 P

Washington Public Power Supply System corrective actions, including the basis for assurance that the plant will perform as designed and intended.
In addition, we plan to conduct a meeting, open to the public, in late May to discuss the results of your evaluation and our review of the event.
