Dear Mr. Parrish:

During the period from November

18 through January

16,

1997, the U.S. Nuclear

Regulatory Commission's

(NRCs) Office of Nuclear Reactor

Regulation

(NRR)

performed

a design inspection of the

WNP-2 automatic depressurization

system

(ADS), standby service water

(SSW) system,

and train

B of the residual

heat

removal

(RHR) system.

The purpose of the inspection

was to evaluate

the

capability of the systems

to perform safety functions required

by their design

basis,

adherence

to the design

and licensing basis,

and consistency

of the as-

built configuration with the Updated Final Safety Analysis Report.

The results of the inspection

are contained

in the enclosed report.

Overall,

the inspection

team determined that the selected

systems

are capable of

performing their intended safety functions.

Your engineering staff exhibited

knowledge of the systems

evaluated,

including the design basis,

and provided

excellent support to the inspection

team.

One of the team's significant findings addresses

a design deficiency that

was

introduced during the modification of the

ADS, inadvertently defeating

the

intended

manual initiation of the system.. Other significant issues

involved

the

RHR heat

exchanger operability assessment

based

on data from faulty

instruments,

and the potential for exceeding

the

ADS actuator design pressure

by initiating containment

spr ay during post

LOCA elevated

containment

temperatures.

Many of the team's

findings relate to your failure to keep the

FSAR updated.

Examples are,

the

ADS wiring modification and the removal of the

SSW keepfull

pumps

from service.

Your design review documents

(DRDs) were of uneven

quality.

For example,

the

RHR document

lacked important instrumentation

and

control

(I&C) information.

Your staff has

implemented corrective actions for many of the team's findings.

Please

provide

a schedule within 60 days of your plans to complete your

corrective actions for the open items listed in Appendix A to the report

so

the

NRC staff can plan for the reinspection

and closeout of these

items.
