NRC INSPECTION REPORT 50-397/97-08

Dear Mr. Parrish:

On March 4-6, 1SS7, the NRC conducted

a special inspection at your Washington Nuclear

Project, Unit 2 (WNP-2) reactor facility, and completed an in-office review of involved

documents

on March 28, 1997.

The purpose of the inspection was to review your

programs for addressing

and resolving employee safety concerns.

The'enclosed

report

presents the results of that inspection.

There have been several recent indications that routine problem resolution and

communication processes

within some organizations at WNP-2 may not be fully effective.

Resulting problems have created an increased

need for a well structured,

and effectively

implemented employee concerns program.

In this regard, you appear to have made

progress

in improving your program.

However, our review concluded that continuing

attention is warranted.

The enclosed report addresses

several missed opportunities to

have more fully addressed

and responded to employee's

concerns.

In addition, as discussed with Paul Bemis on March 25, 1997, you are encouraged

to

reassess

a recently revised employee concerns administrative procedure, which includes. a

potentially chilling policy for discipline of employees who choose to raise concerns solely

with the NRC. Although it is appropriate to emphasize the importance and benefit of

prompt Supply System notification of safety concerns, it is inappropriate to prescribe

discipline for an employee that directed a concern solely to the NRC. That opportunity

must be available to an employee who has reason to pot raise a concern through normal

channels.

The focus must be on assuring that safety concerns

are identified and raised

promptly, regardless

of the channel.

Industry experience

has shown that receptive, effective supervision

is essential to ensure

a

healthy work environment, where employees confidently "raise their concerns

and have

them properly resolved.

Recent transitions in some areas at WNP-2 have challenged these

supervisory processes,

and it appears that additional management

attention is needed to

ensure effective communication between employees

and their supervisors,

and to promote

appropriate sensitivity by supervisors in dealing with employee concerns.

We look forward

to further review of your planned, actions to address the above concerns in the near future.

To the

extent possible, your response

should not include any personal privacy, proprietary, or

safeguards
