REQUEST FOR ADDITIONAL INFORMATION FOR THE WASHINGTON PUBLIC POWER SUPPLY SYSTEM (WPPSS)

Dear Mr. Parrish:

The purpose of this letter is to document a telephone conversation held on July 31,

1996, between Timothy G. Colburn and Om Chopra of the Nuclear Regulatory Commission and members of your staff (Marsha Eades, et.al.) to obtain additional information regarding your justification for appeal item No.

2 (enclosure to the staff's June 18, 1996, letter) related to the WPPSS application for conversion to the Improved Technical Specifications (ITS) for WNP-2.

Your staff indicated that grid voltages typically run higher than the output voltage of diesels being tested resulting in the need to increase field excitation to match generator output voltage with the grid.

Establishing the power factor would result in additional excitation which your staff postulates

. could result in exceeding field excitation current limits recommended by the manufacturer.

Your staff reiterated your appeal position that you wish to specify the power factor limits for TS Surveillance Requirements (SR) 3.8. 1.9, 3.8.1. 10 and 3.8. 1.14 in the Bases instead of the TS, with an explanatory note in the SR rather than have the limits contained in the TS.

Your staff committed to provide additional information to justify your request by August 9, 1996 (or sooner if available),

including the=results of the two previous tests conducted on the diesels during your recent

outage, plus an explanation of how the excitation current limits or diesel voltage limits could be exceeded for postulated test conditions.

Additionally, you committed to provide additional information on =-the need for locating the power factor limits in the Bases rather than the TS, including your discussion on the current underloaded condition of the diesels and plans to control the power factor limits under the provisions of 10 CFR 50.59, rather than by the license amendment

process, should you choose to additionally load the diesels in the future.
