INSPECTION REPORT 50-397/96-08
Dear Hr. Parrish:
On June
22,
1996,
the
NRC completed
an inspection at your Washington Nuclear
Project-2 facility.
The enclosed
report presents
the results of that
inspection.
During the 6-week period covered
by this inspection period,
outage activities
at the Washington
Nuclear Project-2 facility appeared
to be effectively
controlled.
The reactor
was refueled safely
and for the second
consecutive
year
no fuel mispositioning errors occurred,
which was particularly noteworthy
since this year', refueling involved
a full core offload.
Shift supervision
effectively controlled the reactor startup
from Refueling Outage Rll.
We did
note,
however, that due to weakness
in planning
and utilization of resources,
overtime
usage
during the last
2 weeks of the outage
was considered
high for
the instrument
and controls craftsmen.
In accordance
with 10 CFR 2.790 of the NRC's "Rules of Practice,"
a copy of
this letter
and its enclosures will be placed in the
NRC Public Document
Room.
