RELIEF, REQUEST 2ISI-17 REGARDING CATEGORY B-F NOZZLE-TO-SAFE-END WELDS FOR THE, WASHINGTON PUBLIC POWER SUPPLY SYSTEM (WPPSS)

NUCLEAR PROJECT NO'.

2 (WNP-2)

(TAC NO. M94332)

Dear Mr. Parrish:

By letter dated December 13, 1995, you requested approval of a relief request from the requirements of the American Society of American Engineers (ASME)

Code,Section XI, "Rules for Inservice Inspection of Nuclear Power Plant Components."

The relief requested was for the requirement to perform a

volumetric examination of Examination Category B-F welds, specifically the reactor vessel nozzle-to-safe-end welds.

We have completed our review of your request and determined that, pursuant to 10 CFR 50.55a(g)(6)(i),

completion of the volumetric examination of the nozzle-to-safe-end welds is impractical for WNP-2 and granting of relief is authorized by law, will not endanger life, property or the common defense and

security, and is otherwise in the public interest.

This relief has been granted giving due consideration to the burden upon the licensee that could result if the requirements were imposed on the facility.

This completes our work on TAC No. M94332.

Please contact Mr. J.

W. Clifford at 301-415-1352 if you have any questions.

Sincerely, Original siqned by:
