PUBLIC MEETING ON FEBRUARY 15, 1996 This -refers to the meeting open'to public observation conducted on February 15,
- 1996, at the Washington Nuclear Plant (WNP-2), in Richland, Washington.
This meeting was to discuss the upcoming refueling outage due to begin on April 13, 1996.
Attendees at the meeting are listed in Enclosure 1
to this letter.
The purpose of the meeting was to discuss the plans for a refueling outage (Rll).
The discussions included the major activities scheduled for this outage:
the installation of adjustable speed drives for the recirculation pumps, installation of jet pump sensing line brackets, installation of digital feedwater level controls, replacement/rebuilding of control rod drive mechanisms, work on main steam relief valves, inspection and cleaning of the
- wetwell, and inspection and testing of motor-operated valves.
We note that you are further along in your planning and implementation for this outage than in previous outages.
We will be monitoring various aspects of the implementation of your outage plans and the impact on your plans by the economic dispatch period occurring just prior to the scheduled refueling outage.
A copy of the slides presented by the Supply System are provided in Enclosure 2.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice,"
a copy of this letter will be placed in the NRC's Public Document Room.

R-10 OVERVKW The accomplishments achieved in R-10 can be used as a
stepping stone in planning and implementing outages in the future.
Our most successful outage to date is a cornerstone for meeting the goal of expedient, weIl-executed, error free outages in the future.
Some major milestones were met during R-10 including:
Establishing an aggressive ALAI&, goal and then significantly reducing dose and bettering the goal.
~
Revising vessel disassembly and reassembly times, seeing those possibilities and with improved coordination, establishing a framework for improved scheduling in this area.
Error free and timely fuel shuffle and core restoration.
An outage team that worked well together resulted in improving our ability to plan and execute critical windows.
This team can expect to be maintained for future outages.
Improved maintenance performance due to expedient planning/parts procurement prior to outage start.
Maintenance walkdowns completing before the outage start improved the work order process.
Looking back, R-10 should be viewed as the transition from establishing goals in the past to accomplishing goals in the future.
