This refers to the inspection

conducted

by Messrs.

R.C. Barr, J.

W. Clifford,

D.

E. Corporandy,

F.

L. Brush,

and T.

R.

Meadows of this office on

November 26,

1995,

through January

6,

1996, at the Washington Nuclear

Project-2 facility.

The purpose of the inspection

was to determine

whether

activities authorized

by the license

were conducted

safely

and in accordance

with NRC requirements.

At the conclusion of the inspection,

the findings were

discussed

with those

members of your staff identified in the enclosed

report.

Areas

examined during the inspection

are identified in the report.

Within

these

areas,

the inspection consisted of selective

examinations of procedures

and representative

records,

interviews with personnel,

and observation of

activities in progress.

Performance

in the engineering

area during this report period

was

inconsistent.

Engineering

responded

well to

a damaged

reactor core isolation

cooling system pipe support

and

a failure of an emergency diesel

generator

to

start properly.

However,

initial evaluation of the lifting of a diesel

starting air relief valve did not consider other potential

causes

and the

initial evaluation of an apparent

water

hammer event in the service water

system did not proceed

in a timely manner.

We recognize that you have

initiatives in your Performance

Enhancement

Strategy to improve performance

in

the engineering

area.

In accordance

with 10 CFR 2.790 of the NRC's "Rules of Practice,"
