INSERVICE TESTING PROGRAN RELIEF REGUESTS FOR PUHPS ANO VALVES WASHINGTON PUBLIC POWER SUPPLY SYSTEM (WPPSS)

NUCLEAR PROJECT NO. 2 (WNP-2)

Dear Hr. Parrish:

We have completed our review of the requests for relief concerning the inservice testing (IST) program that were submitted in your letter dated December 16, 1994 (G02-94-280).

Our safety evaluation (SE) with the associated technical evaluation report (TER) is provided in the enclosure.

The staff grants relief or authorizes alternatives as discussed in the enclosure, subject to the limitations identified in Section 4 of the TER.

The staff has determined that granting relief pursuant to 10 CFR 50.55a(f)(6)(i) and authorizing alternatives pursuant to 10 CFR 50.55a(a)(3)(i) are authorized by law and will not endanger life or property, or the common defense and security and is otherwise in the public interest.

In making this determination, the staff has considered the impracticality of performing the required testing and the burden on the licensee if the requirements were

.imposed.

Please respond to the stated conditions within one year of the date of this SE describing the actions taken for actions

4. 1, 4.2, 4.4, 4.5, 4.6, and 4.7, and a commitment to comply with action 4.3.

Program changes involving new or revised relief requests should be submitted to the NRC.

Program changes that meet the positions in Attachment' to Generic Letter (GL) 89-04, "Guidance on Developing Acceptable Inservice Testing Programs,"

may be implemented provided the guidance in Section D to GL 89-04 is followed.

Program changes that add or delete components from the IST program should be periodically provided to the NRC.
