PROPOSED IMPOSITION OF CIVIL PENALTY 550,000 This is to inform the Commission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of $50,000 will be issued on or about September 7,

1995, to Washington Public Power Supply System.

The action is based on an inspection conducted by Region IV at the Washington Nuclear Project, Unit 2 and consists of four violations associated with the removal and transfer of spent Reactor Water Cleanup System filters that had radiation levels as high as 80 rem/hour on contact.

The violations have been grouped into a single Severity Level III problem and collectively indicate a breakdown in the license's implementation of its radiation work permit system in that numerous procedural requirements and good radiation protection practices were not followed.

In this case, the licensee was not given credit for identification of the problem, as there were numerous missed opportunities to have identified the problems and prevented the violations.

Because the licensee's corrective actions were prompt and comprehensive, credit was warranted for corrective action, resulting in the civil penalty being at the base amount of $50,000.

It should be noted that the licensee has not been specifically informed of the enforcement action.

The schedule of i'ssuance and notification is:
