APPLICABILITY OF GENERAL ELECTRIC TOPICAL REPORT, NED0-32205, REVISION 1, TO THE WASHINGTON PUBLIC POWER SUPPLY SYSTEM (WPPSS)

Dear Hr. Parrish:
In a letter dated July 28, 1994, the Supply System submitted for staff review and approval its assessment of the applicability to the WPPSS Nuclear Project, Unit 2 (WNP-2) reactor vessel of the General Electric Topical Report, NEDO- : 32205, Revision 1,
"10 CFR 50 Appendix G, Equivalent Margin Analysis for Low Upper Shelf Energy in BWR/2 Through BWR/6 Vessels."
We have completed our review of your submittal.
We concluded that the analyses in NEDO-32205 are applicable to the WNP-2 reactor vessel.
We further concluded that the WNP-2 reactor vessel will provide margins of safety against fracture equivalent to those required by Appendix G of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code at the expiration of the WNP-2 license, as required by Appendix G,
10 CFR Part 50 for reactor vessels with upper-shelf energy less than 50 ft-lb.
Our evaluation is provided in the enclosure.
When the first surveillance capsule is withdrawn from the reactor vessel, which.we understand is currently scheduled for the spring 1996 refueling
- outage, we request that you evaluate the test results from the surveillance material to determine whether the analyses in NEDO-32205 are applicable to the WNP-2 reactor vessel material.
We also request that you provide the results of this assessment to the NRC when you submit the'surveillance test report that is required in Appendix H to 10 CFR Part 50.
