SUBJECT:
NRC INSPECTION REPORT 50-397/95-24
This refers to the inspection
conducted
by Messrs.
C.
Myers and
M. Runyan of
this office on July 17-21,
1995.
The inspection included
a review of
activities authorized
for your Washington Nuclear Project-2 facility.
At the
conclusion of the inspection,
the findings were discussed
with those
members
of your staff identi f'ied in the enclosed
report.
The inspection involved
a review of activities performed
by your staff to
complete
commitments
made in response
"Safety-Related
Motor-Operated
Valves Testing
and Surveillance."
Within this area,
the
inspection consisted of selective examinations of procedures
and
representative
records
and interviews with personnel.
The results of this
inspection are documented
in the enclosed
report.
With the exception of one valve, the inspection
found that you have completed
your committed testing
and have adequately
demonstrated
the existing design
basis capability for safety-related
valves.
Some long-term aspects
of your
motor-operated
valve program remain to be developed.
Additional review of'he
scope
and completion of your Generic Letter 89-10 program will be performed
before closure of our review of the program.
After the exit meeting for this inspection,
we received your letter dated
July 28,
1995, notifying the
NRC that you had completed your Generic Letter 89-10 commitments to demonstrate
the existing design basis capability
of your safety related motor-operated
valves.
The letter stated that you
planned to use industry test data to demonstrate
the existing design basis
capability of motor-operated
valves which cannot
be tested
under design basis
differential pressure
conditions.
We plan to review this subject in our final
inspection.
In accordance
with 10 CFR 2.790 of the NRC's "Rules of Practice,"
a copy of
this letter and its enclosures will be placed in the
NRC Public Document
Room.
