PROPOSED INPOSITION OF CIVIL PENALTY 550,000 AND ENFORCEMENT DISCRETION This is to inform the Commission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of $50,000 will be issued on or about August 17, 1995, to Washington Public Power Supply System.
The action is based on inspections conducted by Region IV at the Washington Nuclear Project, Unit 2 and consists of multiple violations associated with human performance problems in the area of procedural compliance and attention to detail by licensee workers.
The violations have been grouped into one Severity Level III problem.
Although normal application of the Enforcement Policy would have resulted in no civil penalty being assessed due to the licensee having identified the problem and proposed adequate corrective actionin this case the staff proposes to exercise enforcement discretion and issue the violation with a civil penalty at the base amount of $50,000.
Discretion is being proposed to emphasize the need for effective corrective action in view of the continuation of violations of this type and the performance that has persisted over an extended period of time that has not been effectively addressed by the licensee's previous corrective action plans.
It should be noted that the licensee has not been specifically informed of the enforcement'ction.

The licensee has thirty days from the date of the Notice in which to respond.
Following NRC evaluation of the response, the civil penalty may be remitted, mitigated, or imposed by Order.
