COMPLETION OF GENERIC ACTION FOR GENERIC LETTER 92-08, "THERMO-LAG 330-1 FIRE BARRIERS" FOR THE WASHINGTON PUBLIC POWER SUPPLY SYSTEM (WPPSS)

Dear Hr. Parrish:

By letter dated March 24, 1995 (G02-95-057),

as supplemented by letter dated April 27, 1995 (G02-95-082),

the Supply System responded to our December 29, 1994, request for additional information regarding the use of Thermo-Lag 330-1 at WNP-2.

Your responses stated that you will reassess the required fire

barriers, and expect to significantly reduce the required fire barriers to protect safe shutdown capability.

You also stated that you will use alternate acceptable fire barrier materials where fire barriers cannot be eliminated, and will not use 3H or Thermo-Lag 330-1 fire barrier materials to protect the capability to safely shut down WNP-2 in the event of a fire.

You further stated that alternate acceptable materials, where required, will be installed to replace 3H and Thermo-Lag 330-1 by the end of the spring 1997 refueling outage.

Your April 27, 1995, letter stated that the remaining Thermo-Lag and 3M fire barriers material will be abandoned in place unless combustible loading or physical interference issues require removal.

The NRC staff has reviewed your letters.

Based on this review, we have determined that, except for an assessment of the ampacity impact of the previously installed Thermo-Lag 330-1 material on cable life of safety-related circuits, your letters provided the information requested in Generic Letter 92-08, and our action tracked by TAC No. H85624 is complete.

The NRC considers your schedule for replacement of required Thermo-Lag 330-1 material acceptable.

Please advise us, in writing, if you change your schedule or the resolution plans described in your submittals.

In addition, please advise us, in writing, when the modifications described in your April 27, 1995 letter have been implemented.

This request for confirmation is discussed in Generic Letter 92-08, dated December 17,

1992, which provides the Office of Management and Budget clearance for the information.
